Referee Promotion

To All Current LRCFA Level 7, 6 or 5 Registered Referees

*** PLEASE READ THIS IMPORTANT INFORMATION IN FULL ***

The 2018-2019 referee promotion season starts from 01st March and we are now actively seeking applications from those referees who wish to apply. It will run from 01 March 2018 to 28 February 2019. This scheme is open to any referee seeking promotion from either Level 7, 6 or 5 to Levels 6, 5 or 4.

Please ensure that you read all information contained within this correspondence which fully outlines the process. Please note the requirement that you must regularly referee adult 11v11 football in order to meet the necessary criteria.

In order to be included in this scheme you must register below by using the registration platform at the bottom of this page. 


All fields marked with an asterisk (*) must be completed but there is no requirement to complete the ‘Promotional code’ field.

This guidance gives information on how to apply for inclusion within the Leicestershire & Rutland County FA (LRCFA) Referee Promotion Scheme for Season 2018-2019. The Promotion Season will run from 01 March 2018 to 28 February 2019. Applications will only be permitted from referees who are currently a Level 7, Level 6 or Level 5 referee who are registered with LRCFA as their ‘Parent’ County FA, who are aged 16 or above as of 01 March 2018 and who have a valid email address.

Please find below and read carefully the current FA criteria for referees wishing to apply for promotion to become a Level 6, Level 5 or Level 4 referee. It is of paramount importance that you fully understand the criteria you will be expected to meet, that are relevant to the refereeing Level to which you are seeking promotion. Those referees wishing to apply should be aware of the necessity to referee regularly in adult 11v11 football.

Each candidate will be charged a refundable deposit of £30.00 for their Promotion Scheme application. This deposit will be refunded upon completion of the Scheme by matching all relevant criteria, irrespective of whether they are successfully promoted or not.

  • The closing date for receipt of promotion applications and the payment of the refundable deposit is midday on Friday 16 February 2018. Applications and / or payments received after this date will not be considered.

At the point of application to the LRCFA Promotion Scheme for Season 2018-2019 no referee will only be permitted to apply for accelerated promotion (‘Double Jump’) from Level 7 to 5 or Level 6 to 4. Therefore, all referees seeking promotion will be applying to be promoted by one level only (ie: Level 7 to 6, 6 to 5 or 5 to 4) during the promotion season 2018-2019.

All refunds for referees currently involved in the Promotion Scheme for Season 2017-2018 will be made in due course.

If you are currently involved in the promotion scheme for season 2017-2018 you will, at present, be unaware if you will be promoted or not. It is important that you register and pay the required £30.00 deposit for your application for Season 2018-2019. When completing your application for Season 2018-2019, please presume that you have been successful during Season 2017-2018 (eg if you are currently applying for promotion from Level 7 to Level 6 for this season, when you complete your application for Season 2018-2019 please do so as if you were a Level 6 referee applying for promotion to Level 5. Therefore, for the purpose of this application, you should either apply for promotion to Level 5 or choose to remain as a Level 6 referee). However, please note that this correspondence should not be treated as notification of your successful promotion for Season 2017-2018. This decision will be communicated to you in due course, in or around week commencing 19 March 2018, following a meeting of LRCFA Referees’ Committee. I will personally contact everybody currently involved in the scheme that has not been successful in their current application to inform them of the reasons behind that decision.

If you are currently applying for promotion to Level 4 for Season 2017-2018, we would recommend that you re-apply to join the scheme to be promoted to Level 4 for Season 2018-2019 and if you are successfully promoted at the end of this promotion season, we will remove you from the scheme for Season 2018-2019 and refund any outstanding deposit payments to you.

As per guidelines as prescribed by The Football Association, all Referees considered for promotion in the 2017-2018 season, but not successful, will automatically be included in the promotion scheme for the 2018-2019 season. However, all such referees, to whom these criteria will apply, must ensure that they complete this application and make payment of the refundable deposit by no later than midday on Friday 16 February 2018. Failure to do so will result in their removal from the promotion scheme for Season 2018-2019 as we will presume that you do not wish to be considered for promotion. Candidates currently applying for promotion as part of the scheme for the 2017-2018 season, but currently unaware if they have been successful or not, should take careful note of this requirement.

  • By applying for inclusion into the Leicestershire & Rutland County FA Referee Promotion Scheme for Season 2018-2019 you must understand and agree that to be successful you will have to meet all of the attached criteria for the relevant refereeing Level.
  • Criteria for applying for promotion to Level 4, 5 or 6 is given below:

The Football Association

 

Criteria for Promotion from Level 5 to Level 4. 

 

This also applies for those referees going from Level 6 to Level 4 via Level 5 

 

To be eligible for nomination, referees must meet the following criteria:

  • Be a Senior County Referee (Level 5) as at the 1st March 2019

Have received at least 5 assessments via the County Football Association (If some County FAs can only achieve 3/4 assessments then the top 50% of the club mark merit table criteria will remain) during the period 1st March 2018 - 28th February 2019

Achieved an average assessment mark of 73 or above.

Refereed a minimum of 20 adult male/female matches in total during the period 1st March 2018 - 28th February 2019. A number of County FAs include U18 and youth football on their CL1 return but these will not be considered by The FA in the decision-making process.

Have completed a minimum of 10 appointments as Assistant Referee on adult male/female matches during the period 1st March 2018 - 28th February 2019 (It is recommended that as many as possible are at Supply League level)

Be prepared and regularly available to referee Saturday and Midweek matches.

Attend one of a possible 9 regional in-service Nomination Training Sessions, delivered by The Football Association, or have previously attended in 2017-18.

Successfully complete an examination on the Laws of the Game

Successfully complete a Contributory League Assistant Referee Fitness Test between 1st July 2018 – 28th February 2019, prior to nomination. The minimum standard to be attained is:

12 minute Continuous Run - minimum distance completed 2,600 metres

2 x 50 metre sprint – max 7.5 seconds for each sprint

(Unfortunately there have been a number of problems created by fitness tests being arranged by County FAs outside these dates therefore no referee will be promoted for the 2019/2020 season unless the test is within these dates)

Any referee removed from the Level 4 list may now become a candidate for nomination for a return to Level 4 in the following season. However, ALL of the above criteria must be met by the candidate in the period from 1st August 2018 to 28th February 2019.

Also, as the Level 5-4 assessment mark criteria is very clear with a minimum requirement, the referees copy of the assessment form MUST have the mark on it.

4. Promotion

(b) Selection and promotion within Levels 7 to 5 will be determined as follows:

Referees must apply for promotion in writing to their Parent Association no later than 1 March preceding the season in which promotion is sought. Referees considered for promotion in the preceding season, but not successful, will automatically be included in the promotion scheme for the following season unless they indicate otherwise, in writing, to their Parent Association.

(c) The responsibility of promoting Referees within Levels 7 to 5 rests with the Referee’s Parent Association. All selections to Level 5 must be made by 25 March each year and selections to Level 6 by 30 April each year.

Levels 5 and 6

Promotion from Level 6 to Level 5 and Level 7 to Level 6 shall be based on a Referee’s practical performance on the field of play and other criteria as follows:

  • Written observations by FA Registered Observers on a minimum of three games.
  • Club marks from competitions over the age of 16 years over a minimum of 20 games (a minimum of 70% must be in open age competitions) officiated in as a Referee in the marking season.
  • A Level 6 Referee wishing to be considered for future promotion to Level 4 must complete at least 5 games as an Assistant Referee.
  • Attendance at at least one promotion in-service training event.
  • Successful completion of a written examination as determined by The Association.

7. Conduct of Referees

(a) The Association, Affiliated Association or Service Association, as appropriate, shall have the power to act at any time in relation to the registration of a Referee who has:

(i) less than proficiently applied the Laws of the Game; or

(ii) committed a technical irregularity; or

(viii) has not acted in the best interests of the game.
