FA REFEREES’ COURSE INFORMATION
Overview
The FA Referees’ Course provides an introduction to officiating 11v11 and 9v9 football. The course will introduce learners to The Laws of Association Football and their application, delivered through theory and practical elements and focussing on the knowledge, skills and attributes required to operate safely and effectively in grass roots football.
Course Structure
Unit 1: Pre-course learning (2 hours)
Unit 2: On-course theory and practical (7 hours)
Unit 3: On-course theory and practical (3 hours)
Unit 4: On-course theory and practical (7 hours)
Unit 5: Referee five matches
Unit 6: On-course final assessment (2 hours)
Course Content
Through a mixture of theory and practical activity, learners will cover:
- Effective communication
- Positioning and movement
- Penalty kick and free kick management
- Managing re-starts
- Advantage
- Managing players
- Recognising and dealing with foul challenges
- Cautioning and sending-off procedure
- Offside
- Dealing with substitutions
- Dealing with injuries
Minimum Age
Learners must be 14 or over on the course start date.
Safeguarding Requirements
Before refereeing their five matches (unit 5), leaners must have complied with the FA’s safeguarding requirements.
Qualification
Upon successful completion of units 1-6, learners will be classified as either a Level Y referee (if aged 14 or 15) or a Level 7 referee (if aged 16 or over). The FA refereeing qualification is awarded only when all 6 units have been successfully completed.
The FA Referee Course is 80% practical. However, there are elements of the course that are classroom based. If you have any concerns about literacy skills required for this element, please call us for advice and support. In addition, the course is aimed at anyone aged 14 or over who wishes to become an active referee.
Dates of The FA Referee Course:
Tuesday 7th April 2020
Wednesday 8th April 2020
Thursday 9th April 2020
All days will run from 9.00am - 5.00pm.
Candidates must be able to attend all of the above dates in order to participate in the course and become a qualified referee.
Please Note: Some parts of the County have a surplus of officials, so you may be required to travel out of your locality to referee a match. Completing this course does not guarantee local games to referee.
The full qualification now includes or requires the following:
Enhanced Criminal Record Check (CRC) for candidates aged 16 or older;
Safeguarding Children Training;
Attendance at The FA Referee Course;
Completion of refereeing 5 matches which must be 11v11 and include off-sides;
Only after having successfully completing all of the above will you become a qualified referee and in the first instance be able to accept appointments on local adult and junior leagues. It is the responsibility of the individual to arrange his or her own appointments with the Local Leagues. Lancashire FA will provide the contacts but will not allocate fixtures.
Booking Information:
The cost of this course is £125 for all participants.
Lancashire FA Cancellation Policy Cancellations more than 14 working days before the course start date are eligible for a refund minus a £20 cancellation fee.
Cancellations less than 14 working days, but more than 2 working days before the course start date are refundable minus a £50 cancellation fee.
Cancellations less than 2 working days before the course start date are eligible for a refund minus a £80 cancellation fee.
Learners must inform Lancashire FA of a cancellation by emailing referees@lancashirefa.com
Learners who fail to notify Lancashire FA of their non-attendance are not eligible for any refund.

Lancashire FA Transfer Policy
Only in exceptional circumstances will Lancashire FA allow a candidate to transfer free of charge to another course. In order to request a transfer, candidates must put their reasons in writing via email to referees@lancashirefa.com
Each request will be considered on a case-by-case basis and you may be required to provide evidence to further support your request. Lancashire FA will then inform you of the outcome after considering all aspects of the request. The outcome of Lancashire FA is final and not open to appeal.

Candidates are responsible for bringing the following things to the course
A packed lunch;
Suitable and warm outdoor clothing with a change of clothing also recommended (Outdoor activity will take place regardless of the weather conditions);
Pen and paper.
Candidates aged 16 and over on the course dates, who will regularly officiate in youth football (U18's and below) need to apply for a Criminal Record Check (CRC) before the start of the referee course (£10 is not payable as it is included in FA Referee Course fee) - details can be found here http://www.lancashirefa.com/referees/criminal-records-checks
On day one of the course, the three original forms of identity (and copies) submitted during the online CRC application should be brought in so that the FA CRC checks can be undertaken. The recommended forms of ID are a current and valid passport, original birth certificate, proof of NI Number (NI Card not acceptable) and photo driving licence. Should a candidate not have all of these key documents then other forms of ID such as recent utility bills, exam certificates, bank statements etc. can also be used.
Please Note: This course should NOT be booked on behalf of another person (i.e. a parent/carer on behalf of a child). All booking forms must be completed by the individual who will be completing the course.
