Referee Promotion Scheme 2019/20
Are you currently a Level 7, 6 or 5 and wish to apply for promotion?
Cheshire FA is now accepting promotion applications for the 2019/20 season. Please see below all the information you need to know.
The FA Referees’ Committee have agreed to align the referee promotion periods to reflect the playing season (1st July – 30th April) for all match officials operating from Level 2B to Level 7.
The transition from the current marking period (1st March – 28th February) to the new one (1st July – 30th April) means that for season 2019/20 only there will be an extended promotion period between 1st March 2019 – 30th April 2020.

Candidates must be aged 16+ and have been refereeing for at least 1 full season.
If you wish to apply for promotion you will need to read and sign the promotion criteria as well as pay the promotion fee of £25. The deadline for applications is 1st May 2019.

Level 7-6 & Level 6-5 Promotion Criteria (TAB)
Register with Cheshire FA.
Pay the application fee of £25 at the time of application.
Attend an in-service Promotion Training Session delivered by Cheshire FA.
Take and pass a written exam on the ‘Laws of the Game’.
- Refereed a minimum of 20 adult male/female matches in total during the period 1st March 2019 – 30th April 2020. Under 18 football may be included but must not constitute more than 20% of candidate’s total matches as a referee.
Complete 5 games as an Assistant Referee (Open Age Games)
Obtain 3 observations with a minimum grading of 2 Standard Expected or above in each of the observation during the period 1st March 2019 – 30th April 2020.
Submit ALL adult male/female refereeing appointments to the Observer Co-ordinator.
Level 5-4 Promotion Criteria (TAB)
To be eligible for nomination, referees must meet the following criteria:
Register with Cheshire FA.
Pay the application fee of £25 at the time of application.
Submit ALL adult male/female refereeing appointments to the Observer Co-ordinator.
Be a Senior County Referee (Level 5) as at the 30th April 2020.
Have received at least 5 Observer reports via the County Football Association (If some County FAs can only achieve 3/4 observer reports then the top 50% of the club mark merit table criteria will remain) during the period 1st March 2019- 30th April 2020.
Achieved an average observer mark of 73 or above.
Refereed a minimum of 20 adult male/female matches in total during the period 1st March 2019 – 30th April 2020. Under 18 football may be included but must not constitute more than 20% of candidate’s total matches as a referee.
Have completed a minimum of 10 appointments as Assistant Referee on adult male/female matches during the period 1st March 2019 – 30th April 2020 (It is recommended that as many as possible are at Supply League level). Under 18 football may be included but must not constitute more than 20% of candidate’s total matches as an assistant referee.
Be prepared and regularly available to referee Saturday and Midweek matches.
Attend one of a possible 9 regional in-service Nomination Training Sessions, delivered by The Football Association, or have previously attended in 2018-19.
Successfully complete an examination on the Laws of the Game
Successfully complete a Contributory League Assistant Referee Fitness Test between 1st July 2019 – 30th April 2020, prior to nomination. The minimum standard to be attained is:
12 minute Continuous Run - minimum distance completed 2,600 metres
2 x 50 metre sprint – max 7.5 seconds for each sprint
Any referee removed from the Level 4 list may now become a candidate for nomination for a return to Level 4 in the following season. However, ALL of the above criteria must be met by the candidate in the period from 1st August 2018 to 28th February 2019.
